BACKGROUND AND EXPERIENCE
Tom Winfield is a founding shareholder of the Firm. Mr. Winfield is Chairman of the Firm's litigation department, and as such, has been supervising or lead attorney on all the litigation handled by the Firm. While Mr. Winfield's practice, both litigation and non-litigation, has dealt with virtually all aspects of real estate, a major focus of his experience is representation of government or those dealing with government.
He currently serves as Redevelopment Agency Counsel for the City of Monterey
Park (1980-Present), Special Litigation Counsel to the Counties of San Luis
Obispo (1980-Present) and Los Angeles (1982-present), Special Counsel and Lead
Negotiator for City of Anaheim in the negotiations with the Walt Disney Company
leading to the development of California Adventure theme park (1980-present).
In his career, he has served as City Attorney for the cities of Lawndale (1970-1983),
and Palos Verdes Estates (1992-1994), as well as representing numerous other
counties and cities represented by BWCA as either City Attorney or Redevelopment
Agency Counsel. In addition to representing public agencies, Mr. Winfield's
clients also include major homebuilders, commercial and industrial real estate
developers and railroads, including Union Pacific Railroad. He has substantial
experience in land use planning and processing, including CEQA compliance and
litigation involving these areas on behalf of both public and private clients.
He began his career as law clerk to the Honorable William M. Byrne, United
States District Court, Los Angeles.
PROFESSIONAL AFFILIATIONS
Mr. Winfield is a member of the California Redevelopment Association, Urban Land Institute, State Bar of California (Business, Public, and Real Property Law Sections; Vice-Chairperson, Governmental Liability Committee, 1975-1977) and the Los Angeles County (Sections on Real Property and State and Local Government Law) and American Bar Associations (Sections on Litigation, Law Practice Management, and Real Property, Probate and Trust Law). Mr. Winfield has also served as Board member for several years, and as the 1997 Chair of the Los Angeles Chapter, of the American Diabetes Association. Mr. Winfield was named Southern California Super Lawyer, an annual listing recognizing top attorneys, in 2006.
EDUCATION
Mr. Winfield received his J.D. degree from Rutgers University School of Law in 1967, where he served as editor of the Rutgers Law Review. Mr. Winfield was Law Clerk to the Honorable William M Byrne, U.S. District Court, Los Angeles, from 1967 to 1968. He received his B.A. degree in history from Rutgers University in 1964.
